Working group   is the basic forming part of the organization.

The folowing paragraph says about the autonomy of WG's. Allowing them to set their own parameters obviously means more autonomy, as long as those do not contradict or endanger the organization.

Working Group needs to adopt from the Organization it is part of
following parameters, or to set them itself:

   set / adopt   Objective
   set / adopt   Scope (range of activities)
   set / adopt   Functional Principles
   set / adopt   Geographical Location
   set / adopt   Geographical Work Area [local/global]
   set / adopt   Decision Making

   set   Functional Element
